The Three Village Basketball League is a community-based group dedicated to providing an instructional environment to the youth of the area with all areas ability.
The coaches, players and parents of the league should insure that all practices and games be conducted in a positive environment and that no actions that demean or belittle any player, referee, coach or spectator be permitted.
It is encouraged that all parents participate in their child’s growth within the league by either volunteering as a coach, board member or any other volunteer role. The positive reinforcement of their child’s athletic and social development, as well as that of all other children, should be constantly encouraged.
If any parent observes an action that is in conflict with this philosophy, they are encouraged to take the matter up with the coach. If that is not practical, or if the matter is not resolved, the parent should contact any member of the Three Village Basketball League Board of Directors directly. The Three Village Basketball League Board will take appropriate action up to and excluding exclusion from the league if this activity is not corrected.
All Games will start at scheduled times. No delays waiting for players.
Four players will consist of a legal team. Opposing team has the option to still play
with five players
If a legal team can’t be played within 5 minutes of the start time, that team shall forfeit the game
Games will consist of two – 20min halves (four 5 MIN PERIODs) and two 2 min overtime periods.
Clock will stop and play will be halted at 5 min intervals for substitutions
Clock runs until the last two min of each half, when clock stops on all dead balls.
Half time period shall be two (2) minutes
Each team is allowed 2 time outs per half and one per overtime. No carry over.
Possession remains with the team prior to the substitution break.
5 second violation (in the lane) 4/5 divison. 3 second for all other divisions
A jump ball begins each half and overtime period. Tie up situations will be alternating possession out of bounds.
Boys and Girls 4th & 5th grades will play on 9 foot baskets.
Boys 8th and 9/10th are permitted 3 point shots
Combined 7/8th grade division will play under 8th/9th/10th grade rules (2017-18)
No press at anytime for 4th and 5th grade players
Girls 6th grade and Boys 7th can only press in last two min of each half.
Boys 8th and 9/10th can press any time.
Girls and Boys 4th and 5TH Grades- NO STEALING off the dribble/NO reaching in. Defense can steal a pass
Grades 4-6th –Man to Man defense only. No double teaming except in the shooting lane
Two double team warnings per game. Third violation results in Team technical foul. 2 shot penalty
Boys 7, 8th & 9th /10th can play zone
Boys 8th and 9/10th can press at anytime and double teaming is permitted anywhere on the court.
Players are allowed 5 seconds in the “shooting lane”
Player fouls out after 5 fouls in all leagues.
Girls in lane go in when shooter releases the ball. Boys go in when ball hits the rim.
Technical fouls (players and coaches) result in 2 shots and loss of possession, count as personal and team fouls.
Seventh team foul starts the One & One bonus. Ten (10) team fouls equals a two shot bonus
Two technicals in a season result in a mandatory next game suspension.
Three technicals to player or coach result in immediate expuslion from league, no refund.
Illegal substitutions result in a technical foul
Coaches and scorekeepers must notify league commissioners of each technical offense.
Fighting results in immediate ejection and next game suspension. Second offense results in expulsion from league.
Time shall be stopped at approximate 5 min intervals to allow for substitutions
Scorers keep running time and stop for fouls and dead balls only in the last
two minutes of each half.
All players in all leagues must play in at least 1/2 of the game and no more than three quarters of the game. This rule is waived if player consistently misses practices or games. Coaches have discretion here, discussion with commissioner is recommended.
Player substitutions occur at 5 min intervals and at half time. (or when injuries occur)
If a team has only 6 players, no player can play the entire game
All substitutions are at the coach’s discretion for any overtime period
Sportsmanship and coach’s conduct will be enforced at all times.
Fighting results in immediate ejection and next game suspension
Opposing teams and coaches shall shake hands at the end of each game
Referee calls are final. Coaches may contact commissioners with any specific challenge.
All rules apply for regular and playoff season, unless specified otherwise
Coaches will not allow any outbursts or unsportsmanlike conduct from the players or parents.
The first overtime shall be 3 minutes stop clock. Second OT –first team to score wins the game
PLAYOFF GAMES ONLY- Full overtime periods will be played.
NO SUDDEN DEATH.
All fouls and timeouts carry over
Each team receives an additional time out per OT period
